Bureau of Manpower, Employment and Training was established in 1976.  This organization was formed in line with the ILO Convention 87, 88, 96, and 97. It is under the Bangladesh Labor Ministry. The primary functions of this organization are Institutional training through Technical Training Centers, the Establishment of new training institutes, conducting training courses, emigration clearance to the migrant workers, maintenance of a computer database network for the migrant workers, the welfare of overseas Bangladeshi employees and their families, Regulate and monitor licenses of Recruiting Agencies.

BMET is composed of two wings
